PPMC Expression of Interest (EOI) — Consultant Pool for Power Planning & Monitoring (Islamabad)

Power Planning & Monitoring Company (PPMC) invites Expressions of Interest (EOI) to form a Consultant Pool to support power sector planning, development and execution of policies, strategic plans, and performance monitoring. Selected consultants will be engaged on assignment/time-paid basis for work across technical, regulatory, planning and commercial domains.

Scope areas include (but are not limited to):

- Design, Standards & Material Inspection: distribution network specifications, benchmarks, standards implementation, testing & technical capacity building.

- Renewable Energy Integration and Demand Side Management (DSM): grid integration of DERs (e.g., solar, storage, EVs), grid control, EMS/SCADA/EMS/ADMS support, regulatory frameworks and pilot projects.

- Policy, Regulatory Affairs & Market Reforms: policy development, market reform support, tariff/regulatory proceedings and stakeholder engagement.

- Economics, Finance & Risk Management: financial structuring, PPPs, green/climate financing, economic evaluations, and risk-based decision processes.

- Transmission & Distribution Infrastructure Planning: grid expansion/reinforcement planning, technical studies, reliability/contingency analysis, asset performance assessment and modernization planning.
