Issuer: Power Planning & Monitoring Company (PPMC), Ministry of Energy (Power Division).
Purpose: Invitation for Expressions of Interest to create a Consultant Pool of expert professionals to support PPMC on an as-needed basis across technical, policy, planning, regulatory and digital infrastructure assignments.
Areas of consultancy required:

| Renewables, Energy Integration & DSM (Digital Infrastructure) | Technical input for DERs (e.g., solar, storage, EVs) integration, grid modernization (SCADA/EMS/ADMS), grid control and monitoring, policy and regulatory frameworks for energy efficiency and DERs, cybersecurity and digital infrastructure for energy systems. |
| Policy, Regulatory Affairs & Market Reforms | Develop and update policy, planning and regulatory frameworks, align national electricity policies with international standards, assist with regulatory proceedings, market design and tariff/agreements support. |
| Economics, Finance & Risk Management | Design financing instruments including PPPs, green finance, economic & financial modeling, tariff and subsidy analysis, risk assessment and investment planning. |
| Transmission & Distribution Infrastructure Planning | T&D planning and expansion studies, load flow/stability and contingency analysis, planning tools (e.g., PSS/E, DIgSILENT, ETAP), propose network enhancements and DER integration planning. |
Engagement model and eligibility: Consultants will be engaged for specific assignments/time periods on an as-needed basis and will be paid based on deliverables. Applicants must have relevant qualifications and experience in the listed domains.
