Issuing Authority: Government of Khyber Pakhtunkhwa, Communication & Works Department — C&W Highway Division Abbottabad.

Procurement Method: Electronic bids through ePADS system on a Single Stage Two Envelope basis in accordance with KPPRA Procurement Rules 2014.

Key submission requirements and conditions:

• Bid submission and downloading of bidding documents shall be through the ePADS system and the KPPRA website.
• Bid security: Security in the form and amount stipulated in the bidding documents (advertisement references a 2% bid security requirement in the conditions).
• Tender form / non-refundable fee: A tender form fee of 0.03% (non-refundable) of the Engineer’s cost must be deposited along with earnest money.
• Only contractors/firms registered with relevant authorities and fulfilling ePADS registration, C&W Department registration, and other specified eligibility/qualification criteria may apply.
• Bids not complying with the specified submission procedure, or lacking required bid security/affidavits, shall be declared non-responsive.

• A pre-bid meeting, method of technical evaluation, opening procedures for technical and financial bids, and other detailed procurement conditions are specified in the bidding documents.
• All clarifications and queries are to be addressed through the Procuring Entity’s ePADS portal as per instructions in the bidding documents.
