Public Health Engineering Division Shangla Invites E-Bids for Water Supply Scheme (Single Stage Two-Envelope)

Procurement Method: Single Stage Two Envelope Procedure through E-PADS (electronic procurement) system.

Eligibility: Eligible firms/contractors registered with Pakistan Engineering Council (PEC), KP Revenue Authority (KPRA), and Federal Board of Revenue (FBR), in accordance with Khyber Pakhtunkhwa Public Procurement Rules 2014 (as amended).

Bid Documents & Submission: Bid Solicitation Documents (BSD), including Bill of Quantity, criteria and other data/information, can be downloaded from the EPADS website and Khyber Pakhtunkhwa PPRA. Bidders shall submit/upload bids through the EPADS system. Original bid security (call deposit receipt) and any additional required physical documents must be submitted in the office of the undersigned by registered post/courier before the last date and time of bid submission.

Important Dates:

• Last date & time for bid submission: 2026-07-20 11:00 AM (on EPADS)
• Technical bids will be opened (downloaded from EPADS): 2026-07-20 11:30 AM (in presence of bidders or their representatives who choose to attend)

Evaluation & Opening: Received bids will be evaluated as per the criteria mentioned in the solicitation documents. The date and time for opening of financial bids will be announced after evaluation of technical bids. Financial bids of unqualified bidders will be returned unopened. In case of non-submission of required documents, the bid will be considered non-responsive.

Applicable Rules & Notifications: PK procurement rules and relevant KP-PPRA notifications cited in the bidding documents shall apply.
