DOAM Invitation to E-Bid: Third-Party Evaluation for R&D Centre (Submit by 2026-07-13)

Issuer: Government of Pakistan — Department of Archaeology & Museums (DOAM), Sir Syed Memorial Building, 19-Ataturk Avenue, G-5/1, Islamabad. DOAM invites electronic bids/proposals from Individual Consultants / Consultant Firms pre-qualified by the Planning Commission of Pakistan to undertake Third Party Evaluation/Validation (TPEV) of the following PSDP project.

Key submission and eligibility details:

• Eligibility: Individual consultants/consultant firms pre-qualified by the Planning Commission for TPEV assignments.
• Submission method: Electronic submission only via EPADS (www.eprocure.gov.pk). Manual bids/proposals will not be accepted.
• Deadline: Electronic bids must be submitted on or before 2026-07-13 by 11:00 HRS PST. Technical bids will be opened the same day at 12:00 HRS via EPADS.
• Bid security: Original bid security of 2% of the bid value (in the shape of CDR or Pay Order) in favour of Director General, DOAM Islamabad must be delivered to the Project Director, Research & Development (R&D) Centre, Department of Archaeology & Museums, Sir Syed Memorial Building, 19-Ataturk Avenue, G-5/1, Islamabad, before the online submission deadline.
• Financial bids will be opened only for those bidders who meet the technical qualification and prescribed thresholds.
• DOAM reserves the right to accept or reject any or all bids/proposals in accordance with applicable PPRA rules. The GRC constituted under Rule-48 of PPRA Rules, 2004 applies; related documents/notification are available at EPADS and DOAM website (www.doam.gov.pk).
