Issuer: Power Planning & Monitoring Company (PPMC), Ministry of Power (Power Division), Islamabad. Purpose: Expression of Interest (EOI) to establish a consultant pool to provide technical and policy support for sector planning, development and execution of policies & strategic plans, monitoring of power sector entities, and related specialized assignments.
Key consultant areas and primary responsibilities:

| Renewable Energy Integration & DSM through Advanced Digital Infrastructure | Provide technical input for integrating DERs (e.g., solar, storage, EVs) into distribution grid; support grid code, SCADA, EMS, ADMS, monitoring and operational efficiency; assist policy/regulatory frameworks for energy efficiency and DSM; advise on cybersecurity and data governance for digital infrastructure. |
| Electricity Regulatory Affairs & Market Reforms | Develop and update policy, planning & regulatory frameworks for electricity value chain; align national electricity policies with international standards; assess market reforms and tariff/market design; review regulatory proceedings and provide inputs on agreements, legal instruments and petitions. |
| Economics, Finance & Risk Management | Design financing instruments, PPP frameworks, green funds and investment models; conduct economic evaluations and risk assessments; support policy initiatives and investment decisions; advise on tariff and pricing mechanisms. |
| Transmission & Distribution Infrastructure Planning | Evaluate T&D expansion and reinforcement planning; conduct power system studies (load flow, stability, contingency); develop and run T&D system models and scenarios; assess performance of existing infrastructure and propose improvements, including tools for planning and operational studies. |
