PPMC Call for Expression of Interest — Consultant Pool for Power Planning & Monitoring

Issuer: Power Planning & Monitoring Company (PPMC), Ministry of Energy (Power), Islamabad. PPMC invites Expressions of Interest (EOI) to form a consultant pool of qualified and experienced professionals for short-term and on-demand assignments in power sector planning, development, policy, and performance monitoring.

Scope: Consultants will support PPMC across multiple thematic areas including:

• Design, Standards and Material Inspection — distribution network specifications, unified design/standards, material inspection automation, training and technical capacity building.
• Renewable Energy Integration & DSM — grid integration of DERs/solar/storage/EVs, grid control systems (SCADA, EMS), policy and regulatory frameworks for energy efficiency and DSM, cybersecurity and data governance for digital infrastructure.
• Policy, Regulatory Affairs & Market Reforms — policy and regulatory updates, generation/dispatch frameworks, market design/reforms and tariff rationalization, legal/regulatory support.
• Economics, Finance & Risk Management — PPP frameworks, green finance, investment models, economic evaluation of sector initiatives, risk management and financial resilience.
• Transmission & Distribution Infrastructure Planning — T&D planning, network reinforcement, reliability and contingency planning, modelling (PSS®E, DIgSILENT), asset optimization, inverter-driven solutions, DERs aggregation and grid codes.

Eligibility & Engagement: Consultants with relevant qualifications and experience are eligible. Engagements will be for specific assignments and timeframes; remuneration will be linked to achieved deliverables. Shortlisted candidates will be invited for interviews or selection sessions.
