Rawalpindi E-PAD Tender: Security Services (27 Guards) for Bus Stand & Library — Closing 2026-07-06

Municipal Corporation Rawalpindi invites sealed e-bids (Single Stage, Two Envelopes) for provision of security services/security guards with licensed arms at General Bus Stand Pirwadhai and Allama Iqbal Municipal Library for one year (2026-2027), starting from the date of the work order.

Eligibility & mandatory documents: Firms must be registered with SECP, hold NTN/PRA, EOBI, PESSI registrations, NOC from Ministry of Interior (Pakistan), and be registered on e-PAD for financial year 2026-27. Bidders must upload two separate envelopes on e-PAD: "Financial Proposal" and "Technical Proposal". The bid should consist of financial and technical proposals as per tender document.

Bid security must be submitted as a CDR equal to 5% of the estimated cost and uploaded on e-PAD; the original hard copy of the CDR must also be delivered to the Municipal Corporation office before the bid closing date and time, otherwise the bid will be considered invalid.

Other conditions: Single stage two-envelope procedure as per PPRA Rule 28(2)(a). Current PPRA rules apply. Firms/contractors are responsible for all applicable taxes.
