EOI: Consultancy for Business Transformation & Optimization Plan — Pakistan Post

Issuer: Pakistan Post Office Department (Directorate General Pakistan Post, G-8/4 Islamabad-44080).

Purpose: Expression of Interest (EOI) to hire experienced consultancy firms to develop a comprehensive Business Transformation and Optimization Plan to transform Pakistan Post into a financially sustainable, digitally enabled, customer-centric organization and to prepare a Business Plan and an Implementation Roadmap.

Scope highlights (indicative): undertake diagnostic assessment; stakeholder consultations; situation analysis and diagnostics (market, institutional, operational, financial); identify strategic priorities and revenue growth opportunities (postal, logistics, e-commerce, financial services, government services); design business objectives, measurable KPIs, risk mitigation measures, and implementation arrangements; prepare detailed business plan and costed implementation roadmap.

Eligibility requirements (summary):

- Firm legally registered and incorporated in their country of origin.

- Registered with relevant tax authorities and on active tax records (NTN, Sales Tax where applicable).

- Not blacklisted by any public sector organization.

- Minimum of ten (10) years of relevant consulting experience.

- At least three (03) similar assignments completed during the last seven (07) years.

- Submission must include: Letter of Expression of Interest, company profile, certificate of incorporation/registration, NTN/Sales Tax registration and relevant tax documents, affidavit confirming firm is not blacklisted, details of similar assignments completed during last seven years, profiles of key experts available, and audited financial statements for the last three (03) years.

Only firms obtaining a minimum total score of seventy (70) marks will be shortlisted. Only shortlisted firms will be invited to submit proposals. Late submissions will not be entertained.
