| Eligibility / Qualification | Participation open to firms registered with Pakistan Engineering Council (PEC) in C‑1 category or higher with valid codes BC‑01, CE‑01, CE‑10, EE‑01, EE‑02, EE‑03, EE‑04, EE‑06, ME‑01, ME‑02 and ME‑04. Bidders must hold valid NTN, active FBR ATL status and GST/RTA registration, have at least five years of legal operation/registration, not be blacklisted by any Federal/Provincial Government department, and demonstrate technical capability, relevant PEB experience, in‑house fabrication resources and fast‑track execution capacity as specified in the bidding documents. |
| Procurement Method | Single Stage – Two Envelope procedure in accordance with Rule 36(b) of the Public Procurement Rules, 2004. Bidding documents prepared in accordance with e‑Bidding Documents and to be submitted through EPADS v2.0. Manual submissions will not be entertained. |
