E-Tender Notice — LG&CD Civil Division Faisalabad (Punjab E‑Procurement)

Issuer: LG&CD Civil Division, Faisalabad. Procurement through Punjab E‑Procurement System (https://eproc.punjab.gov.pk).

Purpose: Open electronic bids from eligible contractors/firms registered with the Pakistan Engineering Council (PEC) for works under Chief Minister's Minority Development Programme (Phase‑II) for the Financial Year 2026‑27.

Key Instructions: Single Stage Two Envelope bidding procedure. Bids must be submitted electronically via the Punjab E‑Procurement System only. Tender documents, terms and conditions, eligibility criteria, specifications and bidding forms can be downloaded from the Punjab e‑Procurement System and the PPRA Punjab website.

Submission & Opening: Last date/time for electronic submission: 2026-10-13 by 12:00 PM. Electronic bid opening: 2026-10-13 at 12:30 PM in the office of the Assistant Engineer, LG&CD Department Civil Sub Division Faisalabad (in the presence of the tender opening committee and bidders or their authorized representatives).

Bid Security / Earnest Money: 3% of the estimated cost for each package. Bidders shall submit bid security as a Digital Bank Guarantee (e‑Bank Guarantee). The bidder shall generate the PSID from the e‑Procurement portal and arrange issuance of the Bank Guarantee through SWIFT MT760 in favor of the Executive Engineer, LG&CD Department Civil Division Faisalabad. Physical securities (CDR, pay order, demand draft, etc.) transmitted directly will not be acceptable unless transmitted as a valid Digital Bank Guarantee.

Other Conditions (summary): Bid validity 60 days from the date of opening unless specified otherwise. Documents must be complete and free from defects; incomplete or conditional financial bids may be rejected. Bid security will be forfeited if the bidder withdraws during the validity period or fails to execute the contract after acceptance. Procuring agency reserves the right to accept or reject any or all bids as per Punjab Procurement Rules, 2014 (as amended).
