Military Engineer Services (MES) — Notice of Tender / Pre-Qualification (GHQ Rawalpindi)

Military Engineer Services (HQ HDW&CE (DP), GHQ Rawalpindi) invites applications with credentials for pre-qualification of firms/contractors and issuance of tender documents for multiple construction/installation works in accordance with clauses 13, 15 & 16 of 2004.

Firms must submit details including work orders, completion certificates, locations and photographs of completed projects, bank statements, NTN certificate, income tax returns for the last three years, and proof of experience in construction, electrical, mechanical, plumbing works/services registered with PEC in the relevant field, where applicable. Firms should also provide personnel list, bank statement, NTN certificate and income tax returns for the last three years.

Eligibility highlights:

• Enlisted with PEC in C-2, C-3, C-4, C-5 in the relevant field with validity up to June 2026.
• Preference to firms enlisted with MES in Categories A, B, C. (Un-enlisted firms: 2% bid security refundable.)
• Pre-qualified with Engineer-in-Chief's Branch, GHQ Rawalpindi as applicable.

Submission & opening:

• Pre-qualification documents to be submitted to HQ DW&CE (DP), GHQ Rawalpindi.
• Documents must be received by 11:30 hrs on 2026-10-02; bids will be opened the same day at 12:00 hrs.
• Incomplete applications will not be entertained. The authority reserves the right to accept or reject any or all applications in accordance with Para-33 of PRA Rules-2004.
