Punjab Highways Department Tender — Widening/Improvement of Road, Gujranwala Bypass

Issuer: Punjab Highways Department — Road Construction Division, Gujranwala (Superintending Engineer, Highways Circle, Gujranwala).

Purpose: Open e-tender for widening/improvement works on Gujranwala bypass and associated links. Eligible Engineering Firms/Contractors registered with Pakistan Engineering Council in relevant category and registered on the Punjab e-Procurement System (https://eproc.punjab.gov.pk/) may participate.

Key Submission & Bid Conditions

- All firms must be registered on the Punjab e-Procurement System; registration details and procedure are available on the website.

- As per PPRA Rules (Bid Security), bidders must submit bid security equal to 5% of the estimated cost via the Punjab e-Procurement System (online payment). Physical bid securities (CDR, Pay Order, Demand Draft, etc.) will not be accepted at bid submission stage.

- As per Clause-56 of PPRA Rules, 2014 (Performance Guarantee), the lowest evaluated bidder shall submit a Performance Guarantee of 10% of the contract amount within 15 days of receipt of the offer letter. Performance Guarantee must be in an accepted instrument (e.g., CDR, Bank Guarantee, Pay Order) valid for three months beyond the completion period. Submission of the 10% Performance Guarantee is mandatory for the successful bidder.

- Bidders must quote item rates against each item; total amount against each item and grand total will be considered for evaluation. The Procuring Agency may reject any or all bids subject to PPRA rules.

- All bid documents must be submitted digitally through the Punjab e-Procurement System. No manual bids or banking instruments will be accepted physically for bid submission.
