The Higher Education Commission (HEC), Islamabad invites bids from eligible Microsoft Authorized Licensing Solutions Partners (LSPs) for the supply of Microsoft Office 365 licenses under the Enrollment for Education Solutions (EES), together with operations support, migration services and capacity building under the Education Transformation Agreement (ETA).
Scope includes management of HEC’s centralized Microsoft 365 tenants (hosting 200+ institutions), provisioning EES licenses, managing the central tenant and infrastructure, executing tenant‑to‑tenant migrations on demand, and delivering ETA training activities to enable universities to migrate to independent tenants while maintaining administrative control.
