Tender: Rehabilitation & Solarization of Drinking Water Supply Schemes in District Khyber (KH-SW-R-01)

Issuer: Project Implementation Unit, Public Health Engineering Department (PHE), Khyber Pakhtunkhwa Rural Investment & Institutional Project (KP‑RIISP), Government of Khyber Pakhtunkhwa (IDA Credit No. IDA‑73480).

Purpose: Invitation for sealed bids (Two‑Envelope Bidding Process) for rehabilitation and solarization of existing drinking water supply schemes in District Khyber under KP‑RIISP, funded by the World Bank.

Submission & Opening Deadlines: Submission deadline is 2026-10-13 at 12:00 hours (Pakistan Standard Time). Bids will be opened on 2026-10-13 at 12:30 hours (Pakistan Standard Time).

Bid Documents & Fee: Bidding documents in English are available to eligible bidders upon written application and payment of a non‑refundable fee of PKR 15,000 per package in cash. Eligible bidders may also download the bidding document at no cost from the PHE/KP website.

Bid Submission: Sealed bids (original technical and financial envelopes per the two‑envelope procedure) must be delivered to the Project Director, PIU, PHE, KP‑RIISP at the address below. Electronic bidding is not permitted. Late bids will be rejected.

Procurement & Evaluation: Bidding will follow the World Bank's "Procurement Regulations for IPF Borrowers" (November 2020) and evaluation will follow the criteria in the bidding documents (Section III: Evaluation and Qualification Criteria). Bidders must provide bid security as specified above. The employer reserves the right to retain unopened financial bids until the second public opening where applicable.
