Tender: EPADS Bids — Regional Blood Center Dera Ismail Khan (FY 2026-27)

The Manager, Regional Blood Center (RBC), Dera Ismail Khan invites electronic bids through the E-PAK Acquisition and Disposal System (EPADS) under National Competitive Bidding for Financial Year 2026-27. Procurement will follow the "Single Stage Two Envelope" procedure under Rule 6(2)(b) of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules, 2014. Eligible bidders include manufacturers, importers and authorized distributors who are registered for Income Tax and Sales Tax and appear on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR).

Bid documents, evaluation criteria and terms and conditions are available for download from: kpeprocure.gov.pk, healthkp.gov.pk and may also be viewed on kppra.gov.pk. Bidders must upload a scanned copy of their bid and scanned copy of bid security to the EPADS system before the submission deadline. The original/physical bid security must be submitted to the Regional Blood Center administration before the deadline in the name of Manager Regional Blood Center, Dera Ismail Khan; bid security must be from the firm/bidder/contractor account. Submissions by post, email, courier, by hand or fax (other than EPADS uploads) will not be accepted. The Competent Authority reserves the right to reject any or all bids under Rule 47 of KPPRA Rules 2014.
