Punjab Highways Department — Tender Notice (Highway Division Multan) — Bid Submission Deadline 2026-09-17

Issuer: Punjab Highways Department, Highway Division Multan (Superintending Engineer, Highway Circle Multan).

Purpose: Open electronic tenders are invited from Pakistan-registered engineering firms/contractors for multiple road repair, widening and rehabilitation works under the Punjab e‑Procurement System for the Financial Year 2026–27.

Key eligibility and requirements:

• Only firms/contractors registered with the Pakistan Engineering Council (PEC) in the relevant category/codes may participate. Contractors must have a valid renewed PEC license for Financial Year 2026–27.
• All contractors/firms must be registered on the Punjab e‑Procurement System (https://eproc.punjab.gov.pk) prior to bidding.
• Bid security (earnest money) equal to 5% of the estimated cost must be submitted ONLY through digital online payment via the Punjab e‑Procurement System. Physical bid securities (CDR, pay order, demand draft, etc.) are not acceptable.
• As per Clause 56 of PPRA Rules, the lowest evaluated bidder shall submit a Performance Security / Guarantee equal to 10% of the contract amount in favour of the Executive Engineer, Highways Division Multan, through the Punjab e‑Procurement System after award.
• Bids must be submitted electronically through the Punjab e‑Procurement System. No manual/physical bids or documents will be accepted.
• Bidders must quote rates against each item as well as the total amount; arithmetic or non-responsive bids will be handled as per PPRA rules.
