PHA Foundation (Ministry of Housing & Works, Government of Pakistan) invites applications for the full-time position of Chief Executive Officer (CEO) for its State-Owned Enterprise in accordance with the State‑Owned Enterprises (Governance & Operations) Act, 2023 and related C‑Level appointment guidelines.

| Contract | Initial term: 3 years (annual performance evaluation). Extension up to 2 additional years subject to satisfactory performance and Board/competent authority approval. |
| Minimum Qualifications | At least Master’s degree (16 years) or equivalent in Urban Planning, Architecture, Development Studies, Business Administration, Public Administration, Finance, Engineering or equivalent from an HEC‑recognized university. Foreign credentials will be given additional weight. |
| Experience & Eligibility | Minimum 15 years relevant professional experience with substantial senior management exposure; demonstrated expertise in project management, construction/infrastructure development. Experience as CEO/MD in public sector entities/corporations preferred. Strong knowledge of government laws, public procurement and public financial management mandatory. Candidate must meet Fit & Proper criteria and must not have attained 50 years of age at closing date. |
| Key Competencies | Leadership of multi‑disciplinary teams, proven large‑scale project management, applying emerging technologies for business transformation, strong interpersonal and communication skills, team building. |
