MES (E-in-C Branch GHQ) Pre-Qualification: Construction & Consultancy Works — Rawalpindi

Issuer: Engineer-in-Chief (E-in-C) Branch, GHQ, Military Engineer Services (MES), Gate No.7, R.A. Bazar, GHQ Rawalpindi. Applications with credentials are invited for pre-qualification of firms/contractors/consultants and issue of tender documents in accordance with clauses 13, 15 and 16 of PPR Rules 2004.

Eligibility & submission requirements:

• Firms registered with PEC in relevant field are eligible. Enlistment in PEC Category C-2 or above with validity up to June 2027 is required.
• Preferably enlisted with MES (Category A). Non-enlisted firms must provide 2% bid security as stated.
• Firms must furnish details of completed projects with work orders, locations and satisfactory completion certificates from the user.
• Submit financial and statutory documents including bank statements, NTN certificate and income tax returns for the last three years.
• No incomplete applications will be entertained. The accepting officer reserves the right to reject any or all applications in accordance with para-33 of PPR Rules 2004.

Issue and submission of tender documents: Tenders will be issued to pre-qualified firms/contractors/consultants. Completed tenders/applications must be received at E-in-C's Branch, GHQ Rawalpindi by 1300 hours on 2026-09-25. (The notice also states documents will be opened on the same date at 1200 hours.)
