Pakistan Navy / Military Engineer Services Tender — Civil Works & Water Supply in Karachi (Mauripur, PN Dockyard, NSSD & Lyari)

Issuer: Pakistan Navy — Military Engineer Services (CMES (N) COMLOG Office). Applications are invited for pre-qualification and issuance of tenders for civil repair/maintenance, construction and water supply works at Karachi locations (Mauripur, PN Dockyard, NSSD & Lyari).

Key dates and submission details:

• Pre-qualification application deadline: 2026-09-14 by 15:00 hours.
• Tender documents to be issued on: 2026-09-14.
• Tender submission (for pre-qualified firms): 2026-09-18 by 11:30 hours.
• Tender opening: 2026-09-18 at 12:00 hours.

Eligibility & mandatory documents:

• Firms/contractors on the approved list 'D' of MES or contractors of other Government departments with relevant experience may apply.
• Contractors must furnish a valid Pakistan Engineering Council (PEC) registration certificate and a valid bank statement.
• Firms/contractors not on approved MES lists must submit financial standing statements, bank certificates, details of staff employed, details of tools and plants, and previous experience giving details and type of work executed. Supporting documents must be attached and attested as required.
• Proforma information (project details, value, time allowed, completion date, percent progress and department providing performance report) must be provided; failure to submit the proforma will disqualify the applicant from issuance of tender documents.

Bid security and other conditions:

• An earnest money deposit equal to 2% of the estimated cost is required in the form of FDR / Deposit at Call etc., pledged in favor of CMES (N) COMLOG. This deposit is refundable for unsuccessful contractors or if tenders are not issued.
• Contractors suspended or not borne on MES approved lists will not be considered. CMES (N) COMLOG reserves the right to accept or reject any/all bids or proposals at any time without assigning reasons.
