Issuer: Pakhtunkhwa Highways Authority (PKHA), Peshawar. PKHA invites bids on the ePAD system under the Single Stage Two Envelopes procedure for road improvement, construction and rehabilitation works. Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Pakistan Engineering Council (PEC) in the relevant PEC category and field of specialization, and demonstrate financial soundness, relevant experience, personnel and equipment as required in the bidding documents.
Key submission and eligibility information:
- Procurement rules: KPPR&A Procurement Rules 2014 (Single Stage Two Envelopes).
- Bid submission method: Online via the EPAD System (https://kp.ecoprocure.gov.pk). Tender/bidding documents and BOQ/engineer's estimates available on PKHA website and EPAD.
- Tender enquiry fee (non‑refundable): 0.03% of the estimated cost for each package (as stated in the tender table).
- Bid security: 2% of the estimated cost (bid security/earnest money) to be submitted as specified in the bidding documents.
- Joint Venture (JV) participation allowed; JV must meet PEC and qualification requirements and submit JV agreement with the technical proposal.
- Call deposits / bank guarantees issued by scheduled banks in favor of the Managing Director, PKHA shall be acceptable.
- Technical bids will be opened on the same day at the specified time; financial bids will be opened after technical evaluation by the competent authority.
