Punjab Highways Department Tenders — Road Rehabilitation & Improvement Works (Bhakkar)

Issuer: Executive Engineer, Highways Division Bhakkar (Superintending Engineer, Highways Circle Sargodha).

Purpose: Open competitive tenders are invited from Pakistan Engineering Council (PEC) registered firms/contractors for multiple road rehabilitation and improvement works in Bhakkar District. A total of six separate tender packages are advertised.

Key participation requirements and submission instructions:

- Firms/contractors must be registered with PEC in the relevant category/codes and hold a valid PEC license for the stated financial year.

- Bidders must be registered on the Punjab PPRA e‑tendering portal and submit bids online via the Punjab e‑tender system (https://etender.punjab.gov.pk). Registration/procedure and required digital documents are available on the portal.

- Bid Security: As per Clause‑27 of PPRA Rules, 2014, a 5% bid security (earnest money) is mandatory and must be paid through the prescribed E‑Pay system in Pakistan in favour of Executive Engineer Highways Division Bhakkar and transmitted to the Bank of Punjab (BOP). Payment transaction details must be uploaded with the bid.

- Performance Security: Successful bidders must furnish a 10% Performance Security (Guarantee) as specified, to be deposited within the prescribed period after issuance of the Letter of Acceptance (usually within 15 days) in the form acceptable to the department.

- Bids will be opened online on the Punjab e‑tendering portal; bidders must upload technical and financial proposals in accordance with the e‑tender instructions. Incomplete/conditional bids and bids submitted after the deadline will not be accepted.

- Other conditions: Recovery for variation in quantities will be as per contract clause; rates quoted should be inclusive of all taxes unless otherwise specified. Disciplinary action (including rejection of bid/blacklisting) may be taken for submission of forged/fraudulent documents.
