Ministry of Federal Education & Professional Training Islamabad — RFP for Consultancy Services (FDE & FBISE)

Issuer: Ministry of Federal Education & Professional Training (MoFE&PT), Government of Pakistan, Pak‑Secretariat, Islamabad. The Ministry invites Requests for Proposals (RFPs) from eligible and registered consulting firms for provision of third‑party review consultancy services using funds allocated for FY 2026‑27.

Purpose: Procurement of consultancy services to conduct a "Third Party Review" for the following departments:

Selection & Evaluation: Open Competitive Selection under Quality and Cost Based Selection (QCBS) single‑stage, two‑envelope procedure. Technical proposal weightage 80% and financial proposal weightage 20% in accordance with the Public Procurement Rules, 2004 and applicable PPRA regulations/instructions.

How to obtain RFP Documents: Separate RFP documents for each department, including Terms of Reference, eligibility, deliverables, evaluation criteria and contractual conditions, are available on the e‑Pak Acquisition & Disposal System (EPADS) v2.0 at https://epads.gov.pk.

Submission & Opening: Proposals must be submitted electronically through EPADS v2.0 no later than 2026‑09‑30 at 11:00 a.m. Technical proposals will be opened electronically on the same day at 11:30 a.m.

Pre‑Proposal Meeting: A pre‑proposal meeting will be held on 2026‑09‑21 at 11:30 a.m. at the Committee Room, 1st Floor, Block‑C, Ministry of Federal Education & Professional Training, Islamabad. Prospective consultants may submit queries through EPADS for clarification.
