Ministry of Federal Education & Professional Training — RFP for Third‑Party Review Consultancy (FDE & FBISE)

Ministry of Federal Education & Professional Training (Government of Pakistan), Islamabad, invites separate Requests for Proposals (RFPs) through EPADS v2.0 for procurement of consultancy services to conduct a "Third Party Review" for the Federal Directorate of Education (FDE) and the Federal Board of Intermediate & Secondary Education (FBISE). Eligible and registered consulting firms may submit proposals electronically for each department's assignment.

Selection will follow Open Competitive Selection using Quality and Cost Based Selection (QCBS) under a Single‑Stage Two‑Envelope procedure: 80% weight to the Technical Proposal and 20% to the Financial Proposal, in accordance with the Public Procurement Rules, 2004 and applicable PPRA regulations/instructions. Detailed Terms of Reference (TORs), eligibility/qualification criteria, scope of services, deliverables, and contractual conditions are available in the separate RFP documents on the e‑Pak Acquisition & Disposal System (EPADS) v2.0 at www.epads.gov.pk.

Prospective consultants must register and submit proposals electronically through EPADS v2.0 by the stated deadline. Queries for clarification may be submitted through EPADS. The Ministry reserves the right to accept or reject any or all proposals in accordance with the Public Procurement Rules, 2004 (as amended).
