NSD (Government of Pakistan) Invitation to Bid via e-PADS 2.0 for Supplies & Maintenance (FY 2026-27)

Issuer: National Security Division (NSD) / Strategic Policy Planning Cell (SPPC), Government of Pakistan. NSD invites sealed bids through the e-PADS 2.0 Single Stage Two Envelope Bidding Procedure for procurement of goods and repair & maintenance services for the Financial Year 2026-27.

Key submission and procedural details:

• Registration & submission: All bids must be submitted electronically through e-PADS 2.0 (e-procurement portal).
• Pre-bid meeting: 2026-09-08 at the National Security Division Committee Room (3rd Floor), Prime Minister's Office, Islamabad.
• Bid closing / submission deadline: 2026-09-18. Technical bids must be submitted on e-PADS by this date.
• Bid security: A scanned copy of the bid security / earnest money equal to 3% of the total bid value must be uploaded on e-PADS 2.0. The original bid security must also be delivered to the office of the Deputy Secretary (Admin), National Security Division, Prime Minister's Office, Islamabad, before the bid closing time.
• Documents and bidding instructions: Tender documents, detailed terms & conditions, and free-of-cost bidding documents are available on PPRA's website, NSD's website and through the e-PADS 2.0 portal.
• Manual/hard-copy bids: Manual bids will not be accepted; only e-PADS submissions in accordance with the bidding document are permitted.
