MES HQ DW&CE (DP) GHQ Rawalpindi — Pre-qualification & Tender Notice for Multiple Works (Closes 2026-09-21)

Issuer: Military Engineer Services (HQ DW&CE (DP), GHQ Rawalpindi). Pre-qualification of firms/contractors and issuance of tender documents for multiple construction, electrical and allied works in accordance with clauses 13, 15 and 16 of PPRA Rules 2004.

Submission address: HQ DW&CE (DP), GHQ Rawalpindi (near Gate No.7). Tenders issued to pre-qualified firms/contractors must be received at HQ DW&CE (DP) GHQ Rawalpindi by 11:30 hours on 21 Sep 2026; tenders will be opened the same day at 12:00 hours.

Eligibility & application requirements:

• Firms must furnish credentials including work orders, locations and pictures of completed projects with satisfactory completion certificates from users.
• Provide list of personnel, bank statement, NTN certificate and income tax returns for the last three years.
• PEC enlistment required in relevant field: Categories C-2, C-3, C-4, C-5 with validity up to Jun 2026.
• Preferably enlisted with MES in Categories A, B, C. Non-enlisted firms must provide 2% bid security (refundable).
• Pre-qualification with Engineer-in-Chief's Branch, GHQ Rawalpindi is required.
• No special report of DI&E and no outstanding DI&E recoveries.
