PSEB IFB: Outsourcing, Operation & Commercialization of IT Park Islamabad (A(01)/PSEB/2026-27)

Issuer: Pakistan Software Export Board (Guarantee) Limited (PSEB) on behalf of the Ministry of Information Technology & Telecommunication.

Purpose: Invitation for sealed bids (Single Stage – Two Envelope basis) for outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad (Park Road, Jinnah Avenue, Kuri Road) for a base contract term of five (5) years, extendable up to a maximum of ten (10) years subject to performance.

Eligible bidders: Eligible and financially sound firms, joint ventures/consortia, real estate/facility management companies, and other management companies in accordance with Public Procurement Rules, 2004.

Scope of Work (summary):

• Complete outsourcing of day-to-day operation and facility management of the IT Park including building services, security, housekeeping, with the Operator acting as sole and exclusive facility operator under PSEB oversight.
• Leasing, tenant management, and commercialization of office and commercial space (retail, food court, gym and other approved uses) to IT/ITeS and allied businesses.
• Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire/life-safety, elevator, and IT/ELV infrastructure.
• Remuneration via a Minimum Guaranteed Payment (MGP) to PSEB plus a competitively bid Revenue Share Percentage of total gross facility revenue, subject to PSEB approval and policy.
• Compliance with applicable building, safety, environmental and labour regulations and performance against Key Performance Indicators (KPIs) under the Service Level Agreement.
