Invitation to Bids — Establishment of 1122 Emergency Services Complex, Hunza (B&R Division)

Government of Gilgit-Baltistan, Office of the Executive Engineer, Communication & Works Department (C&WD), B&R Division Hunza invites sealed bids under Single Stage-Two Envelope (SSTE) procedure from reputed/experienced Contractors/Firms/JVs with valid PEC registration for Financial Year 2026-27 and relevant PEC code.

Mandatory requirements and submission instructions:

- Valid PEC registration for 2026-27 with relevant code and renewal fee receipt for CFY 2026-27.
- CNIC of the bidder.
- Bid security in the shape of CDR from a scheduled bank of Pakistan clearly mentioning contractor/firm name.
- No sick/ litigation certificates (valid).
- All technical bids must be accompanied by the requisite Bid Security/Earnest Money in prescribed form (CDR/Bank Guarantee issued by a scheduled bank of Pakistan).
- Project-specific Power of Attorney on judicial stamp paper, duly signed, stamped/attested by a First-Class Magistrate, where applicable.

Submission & procurement notes:

- Tender documents can be obtained from the office on submission of treasury challan (non-refundable) on any working day.
- Complete bids must be delivered to the office of the Executive Engineer, B&R Division Hunza before the due date and time specified. Bids will be opened on the same day in the presence of bidders or their authorized representatives who choose to attend.
- The Procuring Agency reserves the right to accept or reject any or all bids/proposals in accordance with the applicable Public Procurement Rules.
