MES Tender: Pre-qualification for Construction, Facilities & Fire Safety Works — GHQ Rawalpindi

Issuer: Military Engineer Services (HQ DW&CE (DP), GHQ Rawalpindi near Gate No.7). Purpose: Pre-qualification of firms/contractors and issuance of tender documents for civil, electrical, mechanical and fire-fighting works.

Eligibility & submission requirements (as stated):

• Firms with experience in construction, electrical, mechanical, plumbing works/services and registered with PEC in the relevant field are eligible.
• PEC enlistment: Cat C-2, C-3, C-4, C-5 in relevant field with validity up to Jun 2026.
• Preferably enlisted with MES in Cat A, B, C. Non-enlisted firms must provide 2% bid security (refundable).
• Pre-qualification with Engineer-in-Chief's Branch, GHQ Rawalpindi required.
• No special report of DI&E and no outstanding DI&E recoveries.
• Applicants must furnish details including work orders, locations and pictures of completed projects with satisfactory completion certificates; list of personnel; bank statement; NTN certificate; and income tax returns for the last three years.

Tender issue/receipt/opening:

• Tenders will be issued to pre-qualified firms/contractors.
• Submission deadline: to be received at HQ DW&CE (DP) GHQ Rawalpindi by 11:30 hours on 2026-09-11.
• Opening: 12:00 hours on 2026-09-11 at HQ DW&CE (DP) GHQ Rawalpindi.
