District Council Sialkot Tender: Rehabilitation of Roads & Drains (3 Packages) – Closing 2026-10-03

Issuer: District Council Sialkot. The Council invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for rehabilitation works. Bidders/contractors must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 where applicable and meet all eligibility requirements in the bidding documents.

Submission and opening: Bids shall be submitted electronically through the Punjab e-Procurement System on or before 2026-10-03 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM in the office of the District Council Sialkot in the presence of bidders or their authorized representatives.

Bid security and performance guarantee: Bidders shall submit a Bid Security of 5% of the estimated cost only through a Digital Bank Guarantee (i.e. via SWIFT MTT60 using the PSID generated from the Punjab e-Procurement System). Physical bid securities will not be accepted. The successful bidder shall furnish a Performance Security of 5% of the Contract Price through SWIFT MTT60 in accordance with the Punjab Procurement Rules, 2014 (as amended).

Other conditions: Bids must be submitted electronically; manual, couriered, hand-delivered or other physical submissions will be rejected. Bids shall remain valid for 60 days from the date of opening. Bid security will be forfeited in accordance with the Punjab Procurement Rules if a bidder withdraws during the validity period or fails to execute the contract after acceptance. The Procuring Agency reserves the right to accept or reject any or all bids in accordance with Rule 35 of the Punjab Procurement Rules, 2014.
