The Ministry of National Health Services, Regulations & Coordination (Government of Pakistan) invites Expressions of Interest (EOI) from qualified consultancy firms, joint ventures or consortiums for comprehensive fire safety, life safety and HSE audit and design consultancy for healthcare and allied establishments under the administrative control of the Ministry (Islamabad & Rawalpindi).
Scope of consultancy services (firms may have experience in one or more areas):

Fire Fighting & Fire Alarm Safety Systems | Design and assessment of fire detection & addressable alarm systems; fire water storage & pumping; ring mains; hydrants and landing valves; automatic sprinklers; hose reels and portable extinguishers; means of egress; compartmentation; smoke control; emergency lighting and signage; electrical fire hazard controls and fire source access. |
| 2. Biomedical Equipment | Assessment, specification, life-cycle planning, calibration and maintenance planning for critical care, surgical, diagnostic, imaging and laboratory equipment in operational hospitals. |
| 3. HVAC Systems | Heating, ventilation and air-conditioning design for healthcare occupancies including load calculations, filtration, pressure regimes, isolation rooms, chillers, AHUs, ducting and fire/smoke damper integration. |
| 4. Infrastructure & External Works | Civil, structural, electrical, plumbing, medical gas and vacuum systems, lifts, water supply, drainage & sewerage, roads, pathways and parking, building services, access and external works. |
| 5. Modular Operation Theatres & Intensive Care Units | Planning and design of modular OTs, ICUs and neonatal units including clean rooms, negative pressure anterooms, HEPA filtration, medical gas distribution, isolation rooms and related services. |
Eligibility highlights:
- Legally registered entity in Pakistan with valid Pakistan Engineering Council (PEC) registration in the relevant category, or for foreign firms, registration in their home country with an undertaking to obtain PEC registration if selected.
- Active National Tax Number (NTN) and Sales Tax registration and inclusion on the Active Taxpayers List.
- Minimum five (05) years' relevant professional experience with satisfactorily completed comparable assignments, preferably in operational healthcare facilities.
- Adequate professional staff, technical capacity, and audited annual turnover (last three years).
- Not blacklisted by any government/public procurement authority.
Required submission documents (summary): company profile and incorporation/registration; PEC certificate; NTN & Sales Tax certificates; list and descriptions of similar assignments with client references; CVs of key personnel; list of equipment and office setup; audited financial statements for last three years; affidavit on non-blacklisting; power of attorney or authorization for signatory; any other supporting documents required to demonstrate eligibility.
