RFP: Consultancy for Study on Provincial Own-Source Revenue Potential, Revenue Gap & Administration Reform — Balochistan (Est. PKR 70,000,000)

Issuing authority: PPP Unit, Finance Department, Government of Balochistan. RFP No.: TSE-2627091199414. Purpose: Selection of consulting firm(s) to provide consultancy services titled "Study on Provincial Own-Source Revenue Potential, Revenue Gap and Revenue Administration Reform in Balochistan." Procurement will follow the Balochistan Public Procurement Rules - 2014.

Eligibility and key requirements:

• At least 3 assignments of similar nature and complexity.
• Turnover of at least PKR 50,000,000 in each of 3 previous subsequent years.
• Presence in Active Taxpayer List.
• BRA registration certificate (where applicable) and SECP registration.
• The bidding firm must not be blacklisted by any procuring agency of Pakistan.
• Firm / JV must have at least 8 years of experience.

Selection and submission procedure:

• Selection method: QCBS — 70% Quality, 30% Financial.
• Procedure: Single Stage, Two Envelope bidding.
• Financial proposals will be opened only for consultants whose technical proposals are approved.
• Incomplete proposals or proposals received after the due date will not be considered.
• RFP and FAQ documents can be downloaded from the BPPRA website (www.bppra.gob.pk) and the Finance Ministry site (https://www.finance.gob.pk/).

Bid security: 2% as specified above, issued by a scheduled bank in favor of the under-signed. The financial proposals of only technically shortlisted consultants will be opened. Selection will follow the evaluation criteria mentioned in the Date Sheet of the RFP document.
