IFB: Procurement of Examination Stationery (Answer Books & Certificates) — BISE Peshawar (IFB No. 04-2026-ES)

Board of Intermediate & Secondary Education (BISE) Peshawar invites bids for the procurement of examination stationery (answer books), certificates and related items under a framework contract. Procurement will be conducted through the E-PADS (E‑Pak Acquisition & Disposal System) platform.

Key instructions and eligibility: Bid Solicitation Documents (BSDs) are available for download from the E-PADS portal under the Active Tenders section. Only bidders who are registered on the E-PADS system and who are registered with relevant tax authorities (FBR) and listed on the Active Taxpayers List (ATL) will be eligible to participate. All bids and required supporting documents must be submitted electronically through E-PADS under the Single Stage Two Envelopes Procedure. No hard copies will be accepted.

The original bid security (as required in the BSDs) must be submitted separately in a sealed envelope clearly stating the Tender Number and title; this physical envelope must reach the office of the Secretary, BISE Peshawar before the bid submission deadline. Failure to submit the original bid security by the prescribed time will render the bid non-responsive and may result in debarment in accordance with KPPR-A rules.

Bidders are advised to carefully read the BSDs for eligibility, evaluation criteria, terms and conditions, required specifications, and submission instructions. BISE Peshawar reserves the right to accept or reject any or all bids, or to annul the procurement process without assigning any reason. Technical bids will be opened at a notified time and venue (Committee Room, BISE Peshawar) in the presence of bidders or their authorized representatives who choose to attend; the date, time and venue for opening and announcement of technical evaluation results will be communicated to bidders via the portal or official channels.
