Tender: Revamping & Refurbishment of Facilities at Pakistan Sports Complex, Islamabad

Pakistan Sports Board (Islamabad) invites bids through the e-procurement system for the revamping and refurbishment of different facilities at Pakistan Sports Complex, Islamabad. Bids must be submitted via the EPADS/eprocure portal in accordance with the instructions and mandatory conditions issued by the Pakistan Sports Board.

Key conditions and notes:

• Procedure: Single Stage–Two Envelope — technical information shall be submitted in a clearly marked "Technical Bid" envelope and the price in a separate "Price Bid" envelope.
• Bid submission: Submit bids online through the EPADS/e-procurement portal. Tender documents and submission instructions available on the e-procurement portal, Pakistan Sports Board website (www.sports.gov.pk) and PPRA website.
• Mandatory requirements: Firms must meet evaluation criteria in bidding documents, provide NTN and Sales Tax registration with ATL proof, and submit a non-judicial affidavit confirming the firm is not blacklisted.
• Bid security/earnest money must be submitted in the form of bank draft/pay order/CDR in favour of Pakistan Sports Board, Islamabad.
• One copy of the technical proposal (hard copy, not financial) must be submitted in hard form as uploaded on EPADS. A scanned copy of the bid security must be uploaded with the Technical Proposal and the original must be submitted to the undersigned before the closing time and date.
• Pre-bid meeting: 2026-10-08 at 10:30 hours.
• Envelopes of price bids belonging to bidders who fail to qualify will be returned unopened. The procuring authority reserves the right to accept or reject any or all bids under Rule-33 of the PPRA Rules 2004.
