Rawalpindi Cantonment Board Invites E‑Bids for Civil Works (FY 2026–2027) — Single Stage Two Envelope

Military Lands & Cantonments Department, Rawalpindi Cantonment Board invites electronic bids from reputed, experienced and eligible firms/contractors for original works to be executed during Financial Year 2026–2027. Firms must be registered with the Pakistan Engineering Council in the relevant category, registered with FBR and be on the Active Taxpayers List.

Document Availability: Bidding documents are available exclusively on the PPRA and E‑PADS v2.0 portals. Only vendors registered on E‑PADS v2.0 are eligible to participate; prospective bidders should quote rates as per the MES Schedule of Rates, 2025 and prevailing market rates for non‑schedule items where applicable.

Submission & Opening of Bids: Electronic bids must be submitted through E‑PADS v2.0 on or before 2026‑10‑22 at 01:00 PM. Bids will be opened the same day at 01:30 PM. Manual submission of bids will not be entertained. Vendors not registered on E‑PADS v2.0 may register at the E‑PADS vendor portal.

Procurement Method & Evaluation: Procurement will be carried out through Open Competitive Bidding under the Single Stage–Two Envelope Procedure in accordance with Rule 36(b) of the Public Procurement Rules, 2004. Technical and Financial Proposals must be submitted separately via E‑PADS v2.0; technical proposals will be opened and evaluated first, followed by financial proposals of responsive bidders.

Earnest Money: Bidders shall submit 2% of the estimated cost as Call Deposit Receipt (CDR) in favour of the Cantonment Executive Officer, Rawalpindi Cantonment Board. A scanned copy of the CDR must be uploaded with the e‑bid; the original CDR must be submitted prior to opening of technical bids.

Eligibility & Additional Conditions: Firms/contractors blacklisted by any Government/Semi‑Government organization are ineligible. All quality‑assurance tests must be conducted through reputed laboratories; detailed terms and conditions are provided in the bidding documents. A Grievance Redressal Committee (GRC) has been constituted in accordance with Rule 48 of PPRA Rules, 2004.
