Irrigation Dept LBOD Shaheed Benazirabad — Tender for Installation of Solar Tubewells (ADP 1089/2026-27)

Issuer: Executive Engineer, Drainage Division LBOD Shaheed Benazirabad (Near Bilawal Stadium Road, Nawabshah). E-Bids to be submitted through the E-Pak Acquisition and Disposal System (EPADS) under the SBD/CSR 2024.

Eligibility & key requirements: Firms must be registered with Pakistan Engineering Council with a valid license (up to June 2026) in the relevant field and appropriate category. Minimum experience in similar works during the last five years is required; bidders should provide at least three (03) similar contracts, each of at least 50% of estimated cost with completion certificates. Average annual turnover should be not less than the equivalent cost of the scheme over the last five years. Registration with ATL (Active Taxpayer List) is required. Bid security must be a Bank Guarantee issued by a scheduled bank in Pakistan in favor of the Executive Engineer Drainage Division LBOD Shaheed Benazirabad. Tender fee must be submitted as prescribed (demand draft/pay order).

Documents to submit: Technical proposal and financial proposal in separate sealed envelopes, bank statements and audited accounts/annual returns for the last three years (2023-24, 2024-25 & 2025-26), CNIC of authorized signatory, affidavits regarding non-blacklisting, and other documentary evidence of equipment, manpower and previously executed works as specified in the bidding documents.

Notes: Bids will be evaluated for technical qualification before opening financial proposals. The procuring agency reserves the right to reject any or all bids under applicable rules. If the tender is not awarded or is un-responded, a second attempt is scheduled (Issue: 04-11-2026; Submission 11:00 AM; Opening 12:00 Noon) as stated in the notice.
