The Ministry of Railways, Government of Pakistan, invites proposals through ePADS v2.0 from eligible individual legal consultants for provision of legal consultancy services on contract basis for a period of twelve (12) months in accordance with approved Terms of Reference (TORs).

Procurement & Submission Details: Single Stage – Two Envelope procedure through ePADS v2.0. Total estimated cost: PKR 7,000,000. Bid validity: 90 days. No monetary bid security; a prescribed Bid Securing Declaration shall be submitted through ePADS v2.0. Evaluation method: QCBS (Technical 80% / Financial 20%). Contract period: twelve (12) months (365 days).
Pre-bid meeting: 2026-10-13 at 1100 hours at the Ministry of Railways, Islamabad.
Deadline for submission on e-PADS: 2026-10-23 at 1000 hours. Date of opening of proposals: 2026-10-23 at 1030 hours. Proposals must be submitted online through ePADS v2.0 within the specified timeframe; hard-copy proposals will not be accepted. Consultants may submit proposals for one or both positions, but a single consultant shall not be awarded both positions; each position will be evaluated separately.
