Submission and eligibility requirements:

- Procurement will be governed by the Punjab Procurement Rules, 2014 (amended). Bidding documents are also available for download from the Punjab PPRA website and the Punjab e-Procurement portal.

- Bids must be submitted through the Single-Stage Two-Envelope bidding procedure: envelopes must be clearly marked "TECHNICAL PROPOSAL" and "FINANCIAL PROPOSAL". Financial proposals of technically non-responsive bids will be returned unopened.

- Bid validity: 180 days.

- Both technical and financial proposals must be uploaded on the e-bids system before the closing time. Authorized representatives of bidders may attend the opening at the indicated time.

- The procuring entity reserves the right to accept or reject bids as per applicable rules and to consider prevailing market rates for evaluation.
