E-Tender: Digitization & Automation (Software Development) — Punjab Auqaf Organization

The Director Estate Auqaf, Punjab Auqaf Organization (Auqaf & Religious Affairs Department, Punjab) invites e-tenders from experienced technology firms for software development, system enhancements, integration, data migration and post-deployment support as part of the Digitization & Automation program.

Key procurement details:

1. Procurement method: Single Stage Two Envelope Bidding Procedure in accordance with PPRA Rules, 2014.

2. Bid security/earnest money: 2% of estimated cost (refundable) in the shape of bank draft/CDR in favor of Director Projects Auqaf. A scanned copy of the bid security with CNIC must be uploaded on E-PADS; the original bank draft/CDR with CNIC copy must be submitted to the office of the Director Estate & Finance Auqaf before tender opening.

3. Bidding documents are available for download immediately after publication on the E-PADS website and can be downloaded before the closing date and time.

4. Bidders must be registered with PPRA for E-Procurement on E-PADS and submit bids/proposals online through E-PADS at https://eprocure.gov.pk. Only bids submitted through registered E-PADS email addresses will be accepted.

5. Submission & opening: Submit bids online through E-PADS on or before 11:00 AM on 2026-10-20. Technical bids will be opened by the constituted committee on the same day at 11:30 AM in the presence of bidders' representatives. Financial bids will be opened only for firms that qualify based on the technical evaluation; financial bids of non-qualifying firms will be returned unopened.
