Selection will be carried out in accordance with the World Bank's Quality and Cost-Based Selection (QCBS) method. Expressions of Interest must be delivered in a sealed envelope to the address above by the stated deadline; EOIs will be opened the same day at 15:30 PST. Shortlisting criteria:

| General experience | Legally registered firm with at least five (5) years of professional consulting experience, including relevant experience in institutional reform, governance, public sector modernization or environmental governance. |
| Specific experience | At least two (2) completed contracts of similar scale and complexity; experience in the hydromet / climate services sector is an advantage. |
| Technical capability | Demonstrated experience in legal drafting, organizational restructuring, policy development and institutional strengthening. |
| Logistical capability | Adequate logistical and managerial capacity to undertake the assignment. |
