The Project Implementation Unit (PIU), Strengthening Hydromet and Climate Services, Pakistan Meteorological Department (PMD) invites Expressions of Interest (Consulting Services — Firms Selection) for development of a Policy, Legal, Institutional & Operational Framework (PLIOF) under the Integrated Flood Resilience and Adaptation Project (IFRAP), Component-II: Modernization of Hydromet Services of PMD in Pakistan (MHSP).

Shortlisting requirements include:
- Legally registered firm with at least five (5) years of professional consulting experience, including relevant experience in institutional reform, governance, public sector modernization or environmental governance.
- At least two (2) completed contracts of similar scale and complexity; experience in the hydromet/climate services sector will be given weight.
- Demonstrated technical capability in legal drafting, organizational restructuring, policy development and institutional strengthening.
- Adequate logistical and managerial capacity to undertake the assignment.
Submission requirements: a Letter of Expression of Interest signed by an authorized representative and supporting documents proving qualifications and relevant experience. Documents should include details of the firm’s relevant contracts; statement of association where joint venture or sub-consultancy is proposed; and any other information demonstrating capacity to perform the services.
Consultants must comply with the World Bank’s Procurement Regulations for IPF Borrowers (November 2020). Further information and full Terms of Reference are available from the PIU. EOIs must be delivered in a sealed envelope to the address above by 2026-10-20, 15:00 PST.
