Issuer: Pakistan Meteorological Department (PMD) — Project Implementation Unit (PIU), Strengthening Hydromet and Climate Services / Integrated Flood Resilience and Adaptation Project (IFRAP).
Purpose: Request for Expressions of Interest (Consulting Services – Firms Selection) to develop the Policy, Legal, Institutional & Operational Framework (PLIOF) for PMD under IFRAP (Component-II Strengthening Hydromet and Climate Services / Modernization of Hydromet Services of PMD in Pakistan).

Shortlisting criteria:
| Requirement | Details |
|---|---|
| General experience | Legally registered firm with at least five (5) years of professional consulting experience, including relevant experience in institutional reform, governance, public sector modernization or environmental governance. |
| Specific experience | At least two (2) completed contracts of similar scale and complexity; experience in the hydromet / climate services sector will be accorded due weightage. |
| Technical capability | Demonstrated experience in legal drafting, organizational restructuring, policy development and institutional strengthening. |
| Logistical capability | Adequate logistical and managerial capacity to undertake the assignment. |
Submission requirements: Letter of Expression of Interest signed by an authorized representative; documents supporting the shortlisting criteria including statements of association (joint venture or sub-consultancy) if applicable; CVs of key staff and other documentation as indicated in the notice.
Selection method: Selection in accordance with the World Bank’s Procurement Regulations; Quality-and-Cost-Based Selection (QCBS) method will be used.
