Single Stage–Two Envelope method will be adopted and evaluation will follow the Public Procurement Rules, 2004 (LCBS evaluation). Bidders must submit bid security by the stated deadline; manual submissions will not be entertained. NADRA reserves the right to reject all bids as per Rule 33 of PP Rules 2004. The procuring agency is not responsible for technical issues at EPADS related to the bidder module; bidders are solely responsible for timely electronic submission.
