The petitioner has requested the following amendments to the existing tariff and commercial provisions:

| 4 | Change tariff payment mechanism from Take-or-Pay to Pay-and-Pay with must-run; hydrological risk to be retained with the seller; excess generation to be compensated at 10% of tariff. |
| 5 | Allow fixed and variable O&M components of foreign/local origin to be indexed annually with respect to NEPRA index. |
| 6 | Discontinue upward SDC indexing of RoE/RODC from January 2026 and fix exchange rate at PKR 28.55/USD; any PKR appreciation to be passed on annually. |
| 7 | Reduce operational insurance cap from 1.35% to 0.8% of EPC cost or actual cost, whichever is lower. |
| 8 | Exclude 7.5% dividend withholding tax as a pass-through item. |
| 9 | Exclude Water User Charge payable to Government of Punjab from the tariff from the effective date. |
