Tender Invitation: Construction of Girls Hostels (Blocks A & B) at LUMHS Thatta Campus

Issuer: Director, Works & Services Department, Liaquat University of Medical & Health Sciences (LUMHS), Jamshoro, Sindh.

Procedure and eligibility: Electronic bidding through the EPADS system on a Single Stage Two Envelope Procedure. Bidders must be reputable firms/companies with valid registration with the Pakistan Engineering Council (Category C-4 or above) and meet the discipline requirements (CE-09, CE-10 & EE-04, EE-06). Valid tax registration with Federal and Sindh tax authorities and a valid Sindh electrical license are required.

Qualification requirements include demonstrated experience of similar works during the last five years (either one similar work of at least 80% of the contract value or two works totaling at least 50% each). Detailed financial and technical documentation including statutory tax filings for the last five years, list of machinery/equipment, and an affidavit regarding litigation/blacklisting status must be submitted as required.

Bid security: 5% of the bid cost, payable as pay order/demand draft in favour of the Vice Chancellor, LUMHS, Jamshoro (refundable to unsuccessful bidders). Technical proposals will be opened first in the presence of committee members and bidders or their authorized representatives; financial proposals of only technically qualified bidders will be opened subsequently.
