Pakistan Navy MES Contractor Prequalification Tender for Works and Supplies

Pakistan Navy Military Engineer Services invites applications with credentials for prequalification of firms and contractors and issuance of tenders under reference 6900/CK, CP & Isld/Lhr/E-6. Applications are invited by HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad, under Clauses 13, 15 and 16 of the PPRA Rules 2004.

Eligibility: Firms and contractors enlisted with MES in Category A or B, or with another government department, and having experience in similar works may apply. Pakistan Engineering Council registration must be valid or renewed through 30 June 2027 to qualify for issuance of tender documents.

Required documents: Submit a company profile detailing similar works in progress and completed during the last five years, including sponsoring agencies, project costs and performance reports. Include a list of enrolled personnel and engineers with valid PEC numbers; details of tools, plant and machinery; bank statements for the last two years; and NTN, FBR, PEC and MES registration certificates.

Applications will be scrutinized, and tender documents will be issued only to prequalified firms and contractors. Prequalified bidders must submit bid security equal to 2% of the quoted bid cost in favour of DW&CE (Navy), Islamabad, with their tender documents. The security is refundable to unsuccessful bidders.

Tender submission deadline: Tenders must reach HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad, by 11:30 a.m. on 12 November 2026. Opening will take place at 12:00 noon on the same day.

Bids will be assessed against the evaluation criteria formulated by HQ DW&CE (Navy), and the lowest evaluated responsive bid will be identified and accepted. The Accepting Officer reserves the right to reject any or all applications under paragraph 33 of the PPRA Rules 2004. Incomplete applications will not be entertained.
