Quetta Tender for PU Flooring at University of Balochistan

The Executive Engineer, Urban Planning & Development Department, Quetta Division, invites bids from interested contractors and firms for the following work, based on the Government of Balochistan Composite Schedule of Rates 2026, amended up to date. Only electronic bids will be accepted; physical bids are not required.

Procurement will follow the Balochistan Public Procurement Regulatory Authority Rules, 2014, amended up to date, using the Single Stage–Two Envelope procedure.

Eligibility: Contractors must hold valid, up-to-date Pakistan Engineering Council registration in the relevant category. Single-entity firms must be registered with PEC in Category C-4 or above, with the relevant specialized code. Firms must also be registered with the Balochistan Revenue Authority and appear on its Active Taxpayer List, hold valid income tax registration, and appear on the Federal Board of Revenue Active Taxpayer List. Turnover records for at least the last three years are required, and bidders must have completed three assignments of a similar nature. Other mandatory conditions and detailed evaluation criteria are contained in the bidding documents.

Bid security: Bids must include security equal to 3% of the estimated cost, in the form of a call deposit or bank guarantee issued by a scheduled bank in the name of the undersigned.

Bidding documents and fee: Documents can be downloaded from the BPPRA website at www.bppra.org.pk. The tender processing fee of PKR 3,500 must be deposited in the government treasury under account head C-03870 through a Green Challan Form at the National Bank of Pakistan.

Submission deadline: Submit bids electronically through the supplier dashboard by 9:00 AM on 18 November 2026. Tenders will be opened the same day at 10:00 AM on the EPPS system.
