For all nine works, the deadline for receipt of tenders is 26 November 2026 at 11:30 AM. Tenders will be opened on the same day at 12:00 PM.
Bidders must provide original bid security or earnest money in the form of a Deposit at Call (CDR), generated from the firm's account and clearly identifying the firm. The CDR must be issued by a local scheduled bank in favour of the Deputy Director, Electrical Division-II, CDA, and delivered to the office at Shop No. 07, Bazar No. 08, Street No. 57, Sector G-6/4, Islamabad, before closing hours on 23 November 2026. Firms that do not provide original bid security will be treated as non-responsive.
Bidders must also submit their bids online through E-PADS at http://eprocure.gov.pk before the bid-opening date and time. Tenders for works 7 to 9 will be opened through the EPAD system in the office of the Director E&M (Maintenance), Room No. 05, Ground Floor, P Block, Pak Secretariat, Islamabad, at the scheduled date and time. Prospective bidders or their representatives may attend in accordance with PPRA Rules.
Where the quoted bid falls more than 10% below the NIT amount, an original CDR must accompany the bidding documents as performance security for the difference calculated as: NIT amount minus total bid amount minus 10% of the NIT amount. This deposit is additional to the work's bid security or earnest money. Bids exceeding the 10% below-NIT threshold without the required CDR will be rejected. The successful bidder's performance security will be released after completion of the project.
Bidders must submit an undertaking on stamp paper, duly attested by a notary public and costing at least Rs. 50, confirming that the firm or contractor is neither involved in litigation nor blacklisted by any government, semi-government or autonomous body in Pakistan. The undertaking must also acknowledge that incorrect or fictitious information or documents supplied for issuance of tender documents may result in disqualification and legal action. Tenders without this undertaking will not be issued.
CDA may reject all bids or proposals at any time before acceptance of a bid or proposal. Conditional bids will be rejected immediately in accordance with PPRA Rules.
Unsuccessful bidders' bid securities will be returned upon award of the contract to the successful bidder or expiry of the bid security's validity, whichever occurs earlier. The bid security or earnest money of unsuccessful bidders will be retained or deposited in CDA's bank account and released to the firm's account only after acceptance of the bid.
The tender notice is available on the CDA website at www.cda.gov.pk and the PPRA website at www.ppra.com.pk. Tender documents can be downloaded from CDA's website.
