CDA Tender for Road Lights on Major and Service Roads in Sector E-12, Islamabad

The Capital Development Authority (CDA), Procurement & Contracts Agreement-II, invites electronic bids for providing and installing road lights on major and service roads in Sector E-12, Islamabad. The NIT cost of the project is Rs. 107,934,028.

Procurement will follow the Single Stage–Two Envelope Procedure under Rule 27(b) of the PPRA Rules 2026. Eligible contractors and firms must be registered with PPRA on EPADS v2.0 and hold a valid Pakistan Engineering Council (PEC) Category-4 licence with specific codes EE-04 and EE06. They must also hold a valid electrical licence issued by the Electrical Inspector Islamabad for execution of electrical and mechanical works in Rawalpindi/Islamabad, have NTN and GST registration with FBR, and demonstrate eligibility and qualifications according to the evaluation criteria in the bidding document.

The electronic Request for Proposal document, containing detailed requirements, terms and conditions, is available to registered bidders on EPADS v2.0 at https://vendors.epads.gov.pk/.

Electronic bids must be prepared according to the bidding document instructions and submitted through EPADS v2.0 by November 17, 2026, at 11:00 AM. Bids will be opened through EPADS v2.0 on the same day at 11:30 AM.

Bidders must submit original bid security of Rs. 3,238,021 in the form of a CDR in favour of DDO (P&C), CDA, at the time of technical bid opening. A scanned copy of the bid security must also be uploaded to EPADS.

The notification of the Grievance Redressal Committee (GRC), constituted under Rule 65 of the Public Procurement Rule 2026, is available on EPADS v2.0.
