Sohbatpur Roads Tender for BT Road Construction and Rehabilitation

The Executive Engineer (Roads), CW, PP&H Department, District Sohbatpur, invites sealed bids from eligible contractors under National Competitive Bidding, based on CSR-2026, for the following road work.

Eligibility: Contractors must hold valid Pakistan Engineering Council registration in category C-5 or above, with specialization codes CE01 and CE10 in the relevant discipline. Registration with the relevant tax authorities, including NTN, Sales Tax Department and BRA where applicable, must be current. Bidders must meet the eligibility and qualification criteria in the bidding documents. Procurement will follow the Balochistan Public Procurement Authority Rules 2014 and Pakistan Engineering Council by-laws.

Procurement procedure: Single-stage, two-envelope bidding will be used. Technical and financial proposals must be submitted in separate sealed envelopes, clearly marked with the work and proposal type, and prepared according to the bidding documents. Bid validity is 90 days.

Bidding documents and fee: Documents may be obtained from the issuing office during working hours upon submission of a green challan for a non-refundable fee of PKR 1,500 deposited under account head C-02716 through Government Treasury/National Bank of Pakistan. Documents may also be downloaded from the BPPRA website at www.bppra.gob.pk under the relevant TSE number. Bidders using downloaded documents must also produce the deposited green challan for the document fee. Documents are available from publication of the invitation until 20 November 2026 at 12:00 noon.

Bid security: The technical proposal must include the required bid security as a call deposit from a scheduled bank in the name of the undersigned. A bid without bid security in its technical envelope will be rejected without evaluation.

Submission deadline: Both proposal envelopes must reach the office by hand, courier or registered mail on or before 20 November 2026 at 12:00 noon.

Bid opening: Technical bids and their bid security will be opened on 20 November 2026 at 1:00 p.m. before the procurement committee, in the presence of bidders or their authorized representatives who choose to attend. Representatives must hold authority on PKR 100 non-judicial stamp paper duly attested by a notary public. Financial proposals of technically qualified bidders will be opened later, on a date communicated after technical evaluation. Financial proposals of technically non-qualified bidders will remain unopened and will be returned sealed.
